
An ATSEM starting in a small rural community does not earn the same as a colleague with fifteen years of seniority in the Paris region. The salary depends on the index grid, grade, step, but also on locally voted bonuses. Regarding hours, the schedule varies depending on whether the municipality entrusts extracurricular activities to its agents or not. Frozen index point since 2023: what it changes on the ATSEM payslip
The salary of an ATSEM is based on a simple calculation: number of index points multiplied by the value of the point. This point was increased by 3.5% on July 1, 2022, and then by 1.5% on July 1, 2023, bringing its gross monthly value to 4.92278 euros.

Since then, the index point has been frozen. In practical terms, an ATSEM at the bottom of the grid (increased index 366) receives a gross salary of about 1,801 euros. The problem is that the minimum wage continues to rise each year to keep up with inflation, while this salary remains fixed.

ATSEM index grid: gross and net salary by grade
ATSEMs belong to category C of the territorial public service. Two grades structure the career: ATSEM principal of 2nd class and ATSEM principal of 1st class.
ATSEM principal of 2nd class
This is the entry grade after passing the exam. Step 1 corresponds to the bottom of the grid. Progression is then automatic based on seniority, with each step bringing additional index points.
At the beginning of their career, the net salary is around 1,500 euros per month. In the middle of the grid, it reaches a range between 1,580 and 1,740 euros net. At the end of the career in this grade, the net caps at around 1,950 euros.
ATSEM principal of 1st class
Access to this higher grade is through advancement after several years in 2nd class. The steps are better paid, but progression remains slow. Moving from 2nd to 1st class generally takes several years and depends on the positions opened by the community.

ATSEM Bonuses: RIFSEEP and allowances that make a difference
The indexed salary represents only part of the actual remuneration. Bonuses and allowances, varying from one municipality to another, can add several hundred euros monthly.
The main system is called RIFSEEP (indemnity regime taking into account functions, constraints, expertise, and professional commitment). It consists of two parts:
- The IFSE (indemnity for functions, constraints, and expertise), paid monthly according to the position held and the agent’s professional background
- The CIA (annual indemnity supplement), linked to commitment and results, paid once or twice a year depending on the community
- The family allowance, granted to agents with at least one dependent child, with the amount increasing with the number of children

ATSEM Working Hours: School Time, Extracurricular, and Annualization
On paper, a full-time ATSEM works 1,607 annual hours, like any territorial agent. In practice, the daily organization strongly depends on what the municipality expects from its ATSEMs outside of class time.
Strict School Time
During class hours, the ATSEM assists the teacher: preparing activities, accompanying children, maintaining the premises. A typical day often starts before the students arrive (setting up the classroom) and ends after they leave (cleaning, organizing).
Extracurricular and Annualization of Working Time
Many municipalities entrust their ATSEMs with extracurricular missions: morning reception, cafeteria, evening daycare. These additional hours extend the day well beyond school time.
To compensate, most communities practice annualization. The principle: hours worked during the school period (often more than 35 hours weekly) are compensated by recovery days during the holidays. Some ATSEMs thus benefit from almost all school holidays, while others recover only part of them and must perform maintenance or preparation tasks outside of school periods.
The actual work calendar is negotiated locally. Two ATSEMs in two neighboring municipalities can have very different weekly hour volumes depending on whether extracurricular activities are internalized or entrusted to an association.
ATSEM Exam and Training: the CAP Early Childhood as a Prerequisite
To become a permanent ATSEM, one must pass the territorial public service exam. The main prerequisite is holding the CAP Accompagnant éducatif petite enfance (formerly CAP Petite Enfance).
There are three access routes:
- The external exam, open to holders of the CAP AEPE, which remains the most common route
- The internal exam, reserved for public agents with at least two years of effective service with young children
- The third exam, accessible to candidates who can justify at least four years of professional experience with children
Passing the exam does not guarantee an immediate position. The agent is placed on an eligibility list and must then apply to municipalities. Final recruitment depends on vacant positions and the mayor’s choice.
Some communities also recruit contractual ATSEMs, without going through the exam. The remuneration then follows a different framework, often set at the beginning of the grid, with no guarantee of automatic indexed progression.

Salary progresses slowly, conditioned by a frozen index point and bonuses that vary greatly depending on the territories.
